you can either pay for the service or get ranked by having a large percentage of hits on the site.
Bad news...second party server sites rarely get ranked. (I.e. tripod) unless you have really original keywords. It also helps to submit to the free services (tripod might give you a list). In general, sites are only ranked every few months.
