We have all seen ads like this. Even ones that reference a company's competition in a negative way (Think of the current ad showing a guy walking into McDonalds or other fast-food corporate offices and trying to explain to them why they should use 100% real chicken in their chicken sandwiches and then being tossed out across the receptionist's desk... Obviously this company did not get "permission" from McDonalds or other companies...)

So, there are two scenarios in your question. The first is the use of a non-competiting branded product in an ad (the Rolling Stone) and the second is the use of a competitor brand in your ad.

In the case of using a non-competitor brand, there is not a firm ruling one way or the other. You certainly have no firm right to use their brand, especially if it suggest endorsement of your product or an association between your brands. In that case, you could probably expect a cease and decist letter from the company in question. Same goes for if you use their brand in a way that they deem unsavory or not fitting with their company values.
If it is not a competitor, your best bet would probably be to contact the marketing dept of the company and ask their permission. If it is a good ad and yours is a reputable company, they might well see it as free promotion. However, asking first, even if the answer is no, is much better than not asking and either getting sued of being told to remove the ad - in which case, the money you spent creating it is wasted.
