well if you want stereo sound then yes it does. Now you have to be careful when hooking up speakers to this amp. I would highly recommend going to http://www.qscaudio.com/pdfs/Specifications/RMX_spec.pdf
and looking up the specs of that amp and see what it will do to your speakers and make sure they can handle that power. Most speakers are 4 ohms but if you hook up 2 per channel then it will be 2 ohm loads on your amp. If you put it into bridged mono mode that boost the wattage a lot(typically used for subs) as for the wiring sure you can as long as your speakers have that type of connection and you use the proper gauge wire.

Yes, it's a stereo amp come out of the left side of the back of the amp with your stereo wire into the back of the left speaker and do the same for the right speaker.

I don't understand your problem too, it should be a very simple system, the master out of the mixer is connected to the power (in stereo mode), and each channel of the power is driving one of your JBL speakers. Where is the problem?

Your best bet is to get a Stereo 1/8 inch male jack to a 1/4 inch female Jack, then run a cable with 1/4 inch ends on it from the laptop the amp, then push it out to the speakers the way you normally would. You might have 2 other problems:
1) if you have interference you'll need a direct box to do a ground lift
2) You may only get mono audio depending on the way the amp handles the channels. If this is the case you're going to need to split the stereo jack to two mono's then run them each individually into the amp on separate channels.
Hopefully this helps. You can pick up most of the parts at Radio Shack or some other electronics/music store.
