What is upromise.com all about? Are they for people living in the USA?

Yes, it is an organization which helps accumulate money for a child's college education. It works by setting up agreements with various companies that if a member buys a product from one of the sponsors, a small amount of money is put into a trust for that child.

How does UPromise work and will it send my family and friends annoying mailings?
I just signed up for UPromise and registered my credit cards. I was going to start inviting my other relatives but I do not want them to receive annoying emails, phone calls, or direct mailings. Has anyone used UPromise and asked their relatives to register their credit cards? If it works, I was going to ask them to register all of their cards and help me save some money. Thanks

Have you had a good experience with UPromise? Would you recommend it instead of opening a 529 accoun
I am asking for a group of families of twins/triplets.
They are concerned that with a 529, they may be adversely
affected if their children receive scholarships (athletic or otherwise) for full tuition.
I don't believe there are that many "full rides" given out.
What is the better choice - 529 or UPromise?
Please provide lots of back-up details!

Upromise works in conjunction with a 529 account. You are somewhat limited in your 529 accounts that you can work with via UPromise. If it is not your state account, then you probably want to do both. You can have a small account for the UPromise rewards and the bulk of the money in the state account.
