Are payments deposited in the US bank account of a NRA freelance translator subject to tax withholdi
I am a non-resident alien freelance translator residing in Italy. Do the US translation agencies that provide my work have to withhold taxes on my earnings when they deposit my earnings on my US Bank account? I am not the spouse on a US citizen. I have no children born in the US.
If you are providing the translation within the US or its territories than yes they do. If you are providing the service outside the US than no they don't. Besides you are a freelance translator and not an actual employee of the agencies so they are not responsible for collecting any of the taxes if you do owe any.
Does receiving money into a US bank account make it a taxable business?
I run a costa rican buisiness renting houses for vacations. Basically all the clients are from the US, and I would like to be able to offer them the option of paying by PayPal.
Paypal will let me set up an account for my costa rican business, but will only allow me to withdraw the funds to a US bank account.
Assuming I can set up a US bank account, or get a friend to receive the money into their account in the US, will the US taxman then want to tax this money as if it was a US business?
Or can I simply transfer the money to my Costa Rican account without having to declare it to the US taxman?
If the US bank account is your only US activity, then you should not have any US income tax liability or filing requirements. Note that there are non-tax reporting requirements for funds transfers across borders.
If you have other US activities (such as sales visits, sales representatives, etc.) then you quickly cross into the grey area where you can easily become subject to US income tax.

I reside in the US and have a property overseas that I want to refinance.

I sincerely doubt it. U.S. banks write mortgage loans on an industrial scale. Anything that requires special treatment is automatically excluded from run-of-the-mill mortgage operations.
Even if you find such a bank (which I doubt), their interest rate will probably be close to the interest rates in the country where your property is located. Lender's risks depend on the property and its location. You might do better shopping for refinancing options in the country of your property's location. Depending on where in the world your property is, you might try to finance it with a European or a Japanese bank.
You could also get a loan from a U.S. bank secured by property you own in the U.S. and use the proceeds to pay off your foreign mortgage...
