does any WMATA metrorail station have a public restroom?
Generally no, but every Metro station has a restroom, and there is a policy of letting the public use it in an emergency. The policy has become looser and tighter over the years - just after September 11th no one could use the bathroom under any circumstances - but they have loosened up.
It will also vary by the station, and the personnel currently on duty.
It's a good idea to make sure you've taken care of that before you get on the restroom. Some stations don't have a public restroom nearby the entrance (especially at the end of the line).
In Union station, a better bet is to go to the food court and use the restroom there. It is further in, but is less frequented and generally cleaner.
In Metro Center, if you exit by Macy's you can use the restroom in that store.
At Chinatown there are a number of restaurants and stores on the streets where you can go.
